Kitchen and Bath Remodeling in Carroll County, Maryland
TCO Services is Anthony Thomas. We work out of Woodbine, right on the county line, which puts Eldersburg, Sykesville and Westminster a short run up Route 32 or Route 97. Kitchens, bathrooms, built-ins, and the repairs in between.
The Houses
What We Find in Carroll County Kitchens
Most of the houses we work in out here went up between the mid seventies and the late nineties. They were framed well and they have held up. The kitchens and bathrooms in them have not.
The Carroll kitchen we get called about most is a closed-off galley or L with a soffit boxed in over the wall cabinets, honey oak doors, and a laminate top that has given up around the sink. Taking the soffit out buys you a foot of cabinet height, and in a lot of these floor plans the wall between the kitchen and the dining room is not carrying anything, which changes how the whole back of the house feels.
Bathrooms of the same vintage usually mean a one-piece fiberglass tub surround, a cultured marble vanity top, and no exhaust fan worth the name, which is why the paint above the shower keeps peeling. Out toward New Windsor and Taneytown the houses are older again, and we find cast iron waste lines and wiring that was updated in stages. We tell you that before you sign, not after the drywall is off.

Scope
What a Kitchen or Bath Remodel Includes
| Layout | Walked and measured in the room before anything is ordered, because a cabinet run that looks right on a plan and wrong in the room is expensive to discover late. |
|---|---|
| Demolition | Cabinets, counters, flooring and fixtures out, with the work area dust-walled and the route in and out kept clean. |
| Cabinetry | Set level and scribed to the walls you actually have, not the walls a drawing assumed. |
| Countertops | Quartz cut for your room rather than to a standard slab layout, which is the difference between a seam you never notice and one you see every morning. |
| Backsplash and tile | Tile, waterproofing behind wet walls, and shower pans set properly. |
| Flooring | Hardwood, LVP or tile, with subfloor repaired where it needs it. |
| Electrical and plumbing | Circuits, fixtures, disposals and vent fans that actually move air. |
| Trim and paint | Casing, base, shoe and the punch list at the end. |
| Permits | Pulled by us on work that needs them, including the Health Department step on well and septic properties. |
| One contractor | Anthony runs the job from the estimate to the last piece of trim. One schedule, one number to call. |
Permits
What Carroll County Actually Requires
Most of a kitchen or bathroom remodel does not need a permit. The parts that do are worth knowing about before you start.
Cabinets, counters, flooring
Generally permit-exempt. Replacing what is there with something better is not a permitted activity on its own.
Electrical and plumbing
New circuits and moved plumbing need permits and inspections through Carroll County Permits and Inspections.
Well and septic properties
If you are on well or septic, the Carroll County Health Department signs off before the building permit is issued. Adding fixtures or bedrooms is a different conversation, because the system was sized for a certain load.
Inside town limits
Westminster, Sykesville, Mount Airy, Manchester, Hampstead, Taneytown, New Windsor and Union Bridge each handle permitting for addresses inside town limits. Tell us your address and we will tell you which office it goes to.
Requirements change from time to time. We confirm current requirements with the county or the town before we file.

Questions
What Carroll County Homeowners Ask Us
Do you pull the permits, or do I?
We do, on work that needs them. In most of the county that goes through Carroll County Permits and Inspections. If your property is on well or septic, the Health Department signs off on the application first. Inside town limits it is the town rather than the county.
We are on well and septic. Does that change a remodel?
Usually less than people expect, as long as you are not adding fixtures. Swapping a kitchen or redoing a bathroom in the same footprint rarely touches your septic approval. Hard water is the other one worth mentioning: a lot of Carroll wells run hard, and it is worth sorting the water before you put in fixtures you care about.
How long will my kitchen be out of commission?
A few weeks of active work, and cabinet lead time drives the calendar more than the labour does. We order first and demo second, so you are not living around a gutted kitchen while we wait on a delivery. You get a start date and a realistic finish window in writing.
Do you take small jobs, or only full remodels?
Both. Repairs, a single bathroom, a laundry room, trim and door work, drywall after a leak. There is no minimum project we are trying to protect.
Are you licensed and insured in Maryland?
Yes. Licensed and insured, MHIC #167344. Maryland requires a Home Improvement Commission licence for this work, and it is a fair question to ask anyone quoting your job.
What happens at the estimate?
It is free. Anthony comes out, looks at the actual space rather than a photo, measures, asks what you are trying to get out of it, and flags anything that might complicate it. You get a written scope and a price. Nothing is signed on the spot and no deposit is taken at that visit.
Tell Us What Is Not Working
A kitchen, a bathroom, a basement, or a list of things that have been waiting since spring. Anthony will come out, look at it, and give you a written price.
